		<description>I come to agree with the idea that the current negotiation is too narrowly focused on getting emission targets from countries, whether rich or poor.

The Bali Action Plan actually identified technology, or rather “enhanced action on technology development and transfer”, as one of the building blocks of a future international climate change regime. And as you suggest, technology can play a vital role to the realization of other key pillars of climate change regime like mitigation and adaptation. 

But maybe it is impossible, or too late, to get concrete result on this issue by the Copenhagen Conference in December. So I just hope this issue come up more after Copenhagen, along with other more specific plans of actions, not only the talks on emission targets.

Overall, I don&#039;t think we can get an agreement that is good enough from Copenhagen anyway. So I am looking forward to see what will happen post-Copenhagen. My hope is there.</description>
